Diplomático británico. En el servicio diplomático desde 1829, negoció el tratado de Ponsonby (1838), que resultó ventajoso para el comercio británico con el Imperio otomano. Como embajador en EE.UU. (1849–52), negoció el controvertido tratado de Clayton-Bulwer, con el que se intentó resolver (aunque de hecho se agravaron) las disputas anglo-norteamericanas en América latina. En 1856 desempeñó un importante papel en las negociaciones que siguieron a la guerra de
Crimea. Fue hermano del novelista Edward Bulwer-Lytton.
